3.6.8 Omitted Relationship to Background Risk

An exposure that by itself is calculated to present a certain adverse effect or incremental risk can become the focus of public and media concern to the exclusion of the background risk for the same outcome. The background risk, calculated across the population as a whole, in many instances is vastly greater than the incremental risk being studied and of course will remain almost unchanged regardless of any remedial action for the present challenge. For objective and constructive planning, assessment, and remediation, the incremental and background risks should be compared and contrasted.

This is an especially important consideration when we are reminded of the considerable difficulties the public already has in understanding the process of risk assessment.
